Health Insurance Counselnig & Advocacy Program (HICAP)

This is a volunteer-supported program that provides free healthcare insurance and Medicare education and counseling services for current and soon-to-be Medicare beneficiaries. A HICAP counselor provides unbiased information to help identify the best choices for an individual’s health care needs, including information on:

  • Pros and cons of Health Maintenance Organizations (HMOs)
  • Medicare benefits and rights; how to appeal Medicare and HMO denials
  • Supplemental plans to Medicare
  • Long-term care insurance
