This inventory as of Spring 2025 includes the County’s funding for emergency shelter programs located across OC to serve individuals experiencing homelessness. The list below includes only the emergency shelter programs that receive county funding and must adhere to the standards of care for emergency shelter programs. This is a subset of the 2025 Housing Inventory of the OC Continuum of Care and is not an exhaustive of all emergency shelter programs receiving funding from the County.
Target Population
Adults: Ages 18 and older | Families: Households with at least one minor child and one adult.
Scatter Site
Emergency shelter sites throughout a community, rather than in a single, congregate facility.
Service Planning Area (SPA)
SPAs are geographically defined regions used to organize and coordinate homeless services. These SPAs help to tailor resources and interventions to the specific needs of individuals experiencing homelessness within that area. OC is divided into three SPAs: North, Central and South.
