County Programs & Services Inventory

The County provides many vital programs and services for the older adult population through different departments and offices. OC aging services network is essential in addressing the evolving needs of older adults and caregivers. This program and service inventory was developed in Spring of 2025 to align County programs and services to CA’s Five Bold Goals.

County of Orange Departments

County Executive Office (CEO) - Office of Care Coordination (OCC)

Partners with cities and community-based organizations to strengthen regional capacity in preventing and

addressing homelessness.

County of Orange Social Services Agency (SSA)

Administers social service programs that serve as a safety net ensuring families, older adults and individuals with disabilities have access to health care, food assistance and cash benefits to facilitate stability, self- sufficiency and independent living.

Orange County Child Support Services (CSS)

Guides families through the child support process, by providing personalized services that help ensure children receive financial support – regardless of the age of the individual, parent, or custodian.

Orange County Community Resources (OCCR):

  • Office on Aging (OoA) is the County’s designated Area Agency on Aging (AAA) and addresses the

needs of older adults, caregivers, individuals with disabilities, veterans and the underemployed.

  • Orange County Animal Care (OC Animal Care) promotes responsible pet ownership for the health and safety of people and their pets.
  • Orange County Housing Authority (OCHA) administers federally funded programs to provide rental assistance to qualified tenants in privately owned rental housing.
  • Orange County Housing & Community Development (OCHCD) administers the County’s affordable

housing development, community development, and housing successor agency programs.

  • Orange County Parks (OC Parks) is committed to managing land and facilities in a way that maximizes their enjoyment by the public while properly maintaining and overseeing them, so they are available for generations to come.
  • Orange County Public Libraries (OCPL) is rooted in promoting lifelong learning, fostering community

connections, and ensuring free, open access to knowledge and tools that enrich lives.

  • Veterans Service Office (VSO) provides advocacy services and assistance to OC Veterans, survivors, and dependents, focusing on U.S. Department of Veterans Affairs disability and survivor benefits.
  • Workforce and Economic Development Division (WEDD) administers programs and activities of the Workforce Innovation and Opportunity Act (WIOA) in OC.

Orange County Health Care Agency (HCA)

Protects and promotes community health through services such as food safety, ocean water monitoring, mental health support and substance abuse treatment.

Orange County Sheriff’s Department (OCSD)

Provides exemplary law enforcement services through a collaborative, dedicated and innovative approach to public safety.
