The County’s budget development begins with the Strategic Financial Plan (SFP), an annual strategic financial planning process that includes a five-year revenue and expense forecast as well as identification of strategic priorities and emerging initiatives. This framework enables the OC Board of Supervisors (BOS) to make annual funding decisions within the context of a comprehensive, long-term perspective. Existing strategic priorities for FY 2024-25 include OC CARES and Permanent Supportive Housing (PSH) & Affordable Housing. Through the development of the projects within the priority initiatives, these existing strategic priorities will be expanded to plan for funding and resources needed for implementation of the initiatives. This will also serve as the process for upcoming fiscal years if additional emerging projects within the priority initiatives are identified through the implementation process. Additionally, the County received the Local Aging and Disability Action Plan (LADAP) Grant to fund the development process, which included the OC Needs Assessments. The County will ensure a continued focus on funding of these priority initiatives through the SFP process explained above. Over time this will help secure the long-term financial and resource commitment needed for completion of projects that will be planned by the Priority Initiative Action Teams for each of the initiatives. Prior strategic priorities will be expanded on to incorporate the three priority initiatives within the OC MPA as shown in the figure below.
